How to Scan Documents to PDF With Your Phone or Webcam

September 23, 20265 min readHow to turn paper documents into a PDF using your device's camera, tips for a clean capture, and the fallback photo-upload workflow.

You don’t need a dedicated scanner to turn paper documents into a PDF — a phone camera or laptop webcam does the job, and doing it in the browser skips installing a scanning app entirely.

Two ways to build your PDF

The Scan to PDF tool supports two entry points that feed into the same page list:

  • Live camera capture. Start your device’s camera, frame each page, and capture it — repeat for every page of a multi-page document.
  • Upload existing photos. If you already have photos of each page — or the camera isn’t available — add them directly as an alternative or fallback.

You can mix both in the same document if you need to.

A good capture workflow

  1. Find even, indirect lighting — avoid a shadow falling across the page or a bright glare from an overhead light.
  2. Hold the camera as parallel to the page as you can to avoid keystone distortion.
  3. Fill the frame with the page, but make sure all four edges are visible.
  4. Capture each page in order, then use the arrows on each thumbnail to reorder or the × to delete a bad capture.
  5. Once everything looks right, create the PDF.

What about scanning on my phone and finishing on my laptop?

That kind of cross-device handoff — start on one device, continue on another — needs a server in the middle to move the images between them. Since every Toolify tool runs entirely in your browser with zero network calls, that workflow isn’t supported here by design. Capture and build the PDF on the same device; if you photographed pages on your phone, use the upload option on this tool from that phone’s browser (or transfer the photos yourself first, then upload them wherever you finish).

If the camera doesn’t work

Camera access can be blocked by browser permissions, used by another app, or simply unavailable on some devices. If that happens, you’ll see a clear message and the photo upload option keeps working — so you’re never stuck.

A note on privacy

Captured photos and the finished PDF never leave your device — there’s no upload step at any point, whether you’re using the camera or adding existing photos.
